Anything other than scalar x1 may result in using higher voltages than needed, and you're introducing a pointless variable to PBO. Basically, scalar will affect FIT voltage limits (acts as a multiplier for delta, extra voltage over FIT), and when CPU starts boosting, those limits will be higher, but it's counter productive to curve optimization. In some cases one may get some really minor performance increase by using higher scalar value, but usually it just messes up other settings, causes instability or does nothing. Higher scalar value can also be a cause of voltage spikes above 1.5V due to sudden drop in load, where CPU boosts really high for a fraction of a second when load switches fast from heavy to light. Normally, auto would be default as x1, but I don't trust auto settings, so, x1 it is, for me at least.
Higher scalar values are suppose to boost longer and keep frequency higher, but also require better cooling. Let's say you set higher values, they work but temperature rises by 3C, i/e from 80C to 83C. Then, you replace cooling and put one that can handle that extra 3C so your temps are now back to 80C, and you keep your performance as well as temps. But then you switch scalar to x1, and now temps are 77C and CPU will boost higher. Those 3C of temp dropped mean more than scalar. In my case, after re-pasting with NT-H2 and switching to offset mount for Liquid Freezer AIOs, temp drop gave me up to 75MHz nT boost. Based off of that, for every 5-8C temp drop you get extra 25-50MHz easy. Higher scalar value can't compete with that.
